- Valery Pavlinovich Shantsev (Russian: ??????? ?????????? ??????), born 29 June 1947 in Susanino, Kostroma Oblast, is the former governor of Nizhny Novgorod Oblast from 8 August 2005, when he replaced Gennady Khodyrev until his resignation on 26 September 2017.
