- Born in Lewisburg, Pennsylvania, Shaffer was active in Republican politics in Illinois.

- Then, in 1856, he was elected sheriff of Stephenson County, Illinois.
- He was elected clerk and recorder for the Illinois Circuit Court for Stephenson County.
